found this in the manual, battery stuffed?
you don't say if it is blinking or solid.

COMMON and SPECIAL
RADIO FEATURES
Most of your radio features can be accessed by
performing the following step. For more detail,
refer to the feature description in your manual.
Press (or rotate) the Feature Button/Switch (if
programmed).
LED DESCRIPTION
Indicates the radio’s operating status:
• Red = Transmitting
•Blinking Red = Channel Busy or Low Battery
•Blinking Green = Receipt of Individual Call

Try removing the battery, leave it a few minutes then reconnect the battery.

If it is the battery, try a battery conditioner for starters.

My 2c worth.

Failed controller board.

Chuck the radio in the bin - trust me :)

Its got nothing to do with any of that.

The red light around the concentric switch only ever coms on when the radio is put into bootstrap mode. This is achieved with an SRIB interface that applies the relevant voltages to the external "jedi" connector as the radio is rebooted.

If the radio is getting into this mode, its because either the host firmware is borked beyond recognition, or theres a hardware failure. Or both.

In any case, all of the above failures are tracked to one thing - a failed controller board. Either find a new board, or put the radio in the cupboard until you can find one.
