Does the BA officer time every person in BA? Does every call with BA in place require a BA officer? Eg. if there is 2 FFs in BA does there need to be a 3rd as a BA officer?

The BA Officer is not wearing BA. He/she is outside monitoring their wearing time and safety. And yes, there is always a BA officer when BA is being worn.
