what's that Noise

Does anyone know what this frequency is? I've heard it for over 15 years and have never know sounds like tv . these a few frequency's this is the only one I can hear ATM 151.4500

No it's one of those Ethnic Narrowband Stations where clients like Clubs, Cafes or Hotels hire a Reciever and broadcast the service provided.
