P25 receiver, Scanner or Radio

Im wanting to get a handheld device that will receive MMR,RMR and SMR and I'm trying to decide between a scanner or a radio with RX only.

I've got a BCD396XT, which is a handheld. It works a treat and would definitely recommend.

My personal opinion is that a Scanner with a discriminator tap or SDR is a much better option than a P25 radio in rx mode only. In this case if you want to just listen to trunked P25, the Uniden 396 as suggested is a good choice.

I also forgot to mention that phase 1 and phase 2, will a phase 1 scanner work on phase 2 p25?

The MMR Will 'Stun' your radio making it a brick if it goes on the MMR.

if you can get a network code and affiliate with the network ... it is possible to program radios to listen only rx sets ,
ive got several motorola radios both mobile and hand held that do the job perfectly , no tx no affiliation !!!

Now I'm curious... last time I looked into this topic it was only possible by scanning voice channels and filtering to the talkgroups. Are you saying non-affiliate trunking is now possible on moto radios without resorting to the dodgy scan method? I'd love to hear more, if you don't feel comfortable discussing in public please PM me :)

I have been looking up how to Scan trunked P25 on a motorola but its confusing The video is on youtube by an Aussie scanning GRN

Im very interested in setting up my xts2500 better. Its currently scanning the voice channels.

Also. Would anyone have a list of all the voice channels per tower for RMR?

You could get the voice channels either from Radioreference (slightly out of date), ACMA, or vicradiozone. ACMA is the most accurate, but a bit of a pain in the ass. There are some tools in their search stuff to export lists, but I haven't done much with data parsing.
