Yes. It seems some Browsers don't like "spaces" in URLs.

Try the following Link.

www.premiers.qld.gov.au/publications/ca ... review.pdf

It is a 335 page document.

Having downloaded a copy of the Keelty Report, personally, it should've be placed in a rubbish bin.
The response by the Queensland Government is indeed, very interesting.

Personally, I think that some of these reports are so stupid, so terribly, so horrible, that the government commissions them so they can tell people how bad the report is and gain points for not doing anything! I may be a cynic, but I have studied politics as well as law.

Adding to my previous posting re the interesting Keelty Report, whilst there's not much support for the Report, the key item relates to the lack of engagement with those who will be "impacted" on, if the Queensland Government continues to implement his recommendations. In saying this, not one submission was sought from government employees within our Emergency Services.

Some of the QPS shortcomings outlined in the report are valid. Question is what, if any, recommendations will go ahead.

Some of the recommendations, such as reducing the number of Police Communication Centres, and merging Districts, is already happening.

In your area, as of 01 July 2013, the Toowoomba District and the Warwick District have been merged to form the Darling Downs District, with all communications from the Police Communications Centre in Toowoomba.
