Would that be because the Taxi's are running on simplex but Control isn't???

It can be that it transmits (repeats) everything it hears on the Input, which is the standard way of doing things - but which is obviously not the case here.
Or it can be that the link between Control and the Repeater is via land-line, or microwave, and the Repeater is set up to only pass the incoming information across to the Control link, and not re-broadcast it on the 505 / 515 frequencies.
This is commonly done with Taxi Companies, and the like, so they don't pince each others' fares. For example: If Control puts out a call for a Vacant Cab in a particular area, and the drivers can hear all the replies, then the first driver might say that he is 5Km from the address, but the next driver might say that he is only 3Km away when in fact he is 6Km away, so the second driver would get the job, as Control wouldn't know that he was lying. With no repeat of the relies, only Control knows what each driver says, and the other drivers can only guess who is the closest.

actually it also depends on the company if it is black and white and they are using raywood then control can actually see where the cab is via GPS. i have heard control on the enquiries channel of yellow have a argument with another cab driver trying to put shit on another, by saying that he was somewhere when the gps said otherise this is the link to Raywood - Click me
