Unsure of plenty of things, but G20 is a pretty big deadline. there has been a few white elephant project of late, so i'm sure they are cracking down on things.

Managed service from Telstra sounds like a good idea. Leverage off the biggest telco in australia, but def not the cheapest.

Looking at the site list, it's a bit over the top, so it should provide good coverage and capacity. Riparian Plaza is a pretty high site!

Spectrum in UHF band is a bit slim, add narrowbanding and harmonised gov spectrum requirements, P25 phase 2 is a good idea.
Lol white elephant - every govt has a ready made supply :-)

Telstra if my memory serves me correct lot NSW GWN to airwaves last year after Telstra lost it and Vic will be up sometime so it will be an interesting outcome to if they renew with. Telsrta ability to deploy such a solution is not a question ability to manage long term could be.

Public safety have also been granted ~20Mhz in the 700/800mhz band to play with lte/data and other services, maybe the 450 million over 15 years spent where will be a waste as they purchased a technology in the sunset years of it life. There are some big moves in Europe to have next generation LTE based solution on line by 2016 to start to replace tetra systems for the police/ambo/fire groups, based on this time frame the technology could already be out there.

The flip side to 'UHF band is a bit slim' We can now start to see the direction of public safety communications and it is not with radios but tablet devices and smart phone like devices, there has been press in the last 3 weeks about the direction community safety has done with police and ambo/qfrs soon, this technology will more or less reduce the real capacity needs of this network (even if they do fill it with other govt users).

Yeah heard telstra already out of new SAGRN tender. GWN is managed service, so a diff model to NSWGRN, MMR & SAGRN. Does that mean it'll be any diff.. who knows.

P25 will be around for voice for a long time. I'm sure moto will make sure of that considering their list of mates in us gov.

My personal opinion on data is to leave up to carriers (eg. Telstra LANES). Turnbull is doing cost benefit analysis on Public Safety Broadband Network now, or as I like to think of it - 'finding a justification to back up my decision'... that decision be, to scrap it. Will probably need more than $450M to integrate public safety systems into a 4g/lte data network.

There is plenty of UHF spectrum, just need to get rid of old 100km rule and use coordination (modeling tools) to determine reuse. Rusty bolt Tx and Rx intermodulation products shouldn't be a reason not to assign a frequency.

I think LTE is more disruptive and will bring a new generation of thinking, much like when the smart phones come to market and people started to see applications more valuable that voice.

LTE has a lot larger market base of hardware makers for both base station and terminal, this will mean more options and players which the incumbents will not like
