I dont think qps and qfrs would be sharing the same freq normally...

Sure there is not a typo with the freq you provided?

Maybe they were linked (possibly due to floods) when you heard them - however I tend to think that normally not linked.

I was at Gladstone for a couple of nights going to and from Heron Island resort in late 2009.

This may not be up to date (due to the fast changing situation re investment in the Gladstone area) but I noted both on the 460Mhz band

1. MPT1327 trunking system (rotating control channel seen on 463.175, 463.6250, 464.2000)
(believed to be run by NRG Gladstone Operating Services Pty Ltd)

and

2. Motorola Type 2 trunking system (rotating control channel 463.300 and 463.650, 463.950, 464.325)
(believed to be run by EZI Comms Site Comalco Alumina Refinery YARWUN which also seems to have TETRA as well on 865-870Mhz)

as well as a MPT1327 system on VHF (control channel 166.725 - Biscom in the Gladstone area)

I could only hear the Boyne Smelter TETRA system on 865-870Mhz when i was coming back on the boat a few kilometres away - it is very low-powered

Worth checking out.

Grant

PS I know there is also a large scale 460Mhz tetra system being currently installed by Motorola for QGC in the Gladstone area
PPS Does the runway at Gladstone still have the substantial hill at one end.
It was an "undulating runway" from memory with a lot of work being carried out to flatten it

For the record I figure I ought post my Heron Island Resort loggings (circa Nov 2009)

162.575 114.8 CTCSS
Icom Radios
"99" was the main channel and to all intents that was the only channel that seem to be in regular use.
Callsigns included "housekeeping 1, Heron Porter, Maintenance 1 etc" plus heliocopter operations and a number of the marine vessels including "Ocean Magic" and "Heron Hussan"
The Dive group icom radios were using Channel 92 which i assume was a marine VHF frequency
Maximum number of visitors at any one time is 200
