Illawarra frequencies

Hi guys absolute beginner here. I have recently purchased a uniden ubcd396xt and have absolutely no idea how to program or even find a local frequency i thought it would be good to listen to police, fire, ambos, ses and other local organisations but after trying to enter frequencys that i find nothing seems to happen. Could some one please help me out.

Most police, fire, ambulance ect have gone digital but some rural places are still analogue.

Well that also depends on what part of the Illawarra you are in as every agency other then NSWPF are listenable on the NSWGRN or their respective digital networks
