It's the callsign given to the police communications rooms. Each state is VK? with a different letter. If I remember correctly, VK means it's in Australia. As far as I'm aware doesn't actually stand for anything.

Correct me if I'm wrong.

VKR does not stand for anything. It is just a Callsign issued to the Queensland Police by the Australian radiofrequency regulatory authority, currently known as the Australian Communications and Media Authority (ACMA).

Other Callsigns in the sequence include:-
VKA - South Australia Police
VKC - Victoria Police
VKG - New South Wales Police
VKI - Western Australia Police
VKJ - Royal Flying Doctor Service - Meekatharra
VKL - Royal Flying Doctor Service - Port Hedland
VKM - Northern Territory Police
VKN - Melbourne Metropolitan Fire Brigade
VKT - Tasmania Police

Edit: RFDS details.
