From the dealers software help manual for the IC-41S,
You can program RX ONLY channels on the unit, you must have the cable and the dealers software to program TX.
The IC-41S has 128 channels total. They can be 40 or 48 (as is default) for CB and the rest for commercial. Or you can use the full 128 for commercial and have none on CB.
Needless to say, you must be licenced to use those freqs.
However there is an extra program that can program out to the full 520 MHz.Private channel frequency range (2.5 k and 3.125k steps):
RX : 450 to 520 MHz
TX : 450 to 480 MHz
