Does anyone know if it is possible to program a gme gx660 vhf radio to get the water police and coastguards.

You really need to read up on the marine radio section and the ACMA requirements for using and operating such radio.... All the answers are there - search and let us know your results

No you cant. It is a VHF Marine only radio. It can only be used on factory programmed frequencies.
