Unusual callsign on the air this morning

Hi guys,

Heard a couple of conversations from VKR this morning between themselves and BP992 ( Bravo Papa). Any idea what this unit is? Was located near Goondiwindi, so I'm thinking either state traffic or from over the border.

I have Bravo Papa as Brisbane Pine Rivers, as for the callsign that's a very high number usually assigned to Traffic but iv never heard a 99*.
