hey guys,
Is TAFE NSW part of the GRN. And on the ACMA website, what is this? Is this the GRN

TAFE is not part of the GRN, however most TAFE colleges are digital, either DMR or NXDN.
Assuming you mean what is the NSW Govt Telco Authority? It is a government agency charged with co-ordinating and managing RF (radio frequency) assignments for government departments, both state and federal in NSW. It is best summed up as a one stop shop for government radio. They also manage the GRN amongst many other agencies including police, ambulance, fire, RFS, SES to mention but a few.
