As a member of the emergency services I would be very interested in the unused spetrum being made available for use by emergency services as during large scale natural disasters such as fires and floods the public network gets inundated by calls from the public trying to contact friends and relatives and it makes it difficult for emergency services members to get access to telecommunications for operational communications needs. If a dedicated network was provided using the unused spectrum then no matter how heavily congested the public network was emergency services could still have access to a dedicated network which wouldn't be inundated.
