God that seems like overkill for a such a small area! Has anyone here bought one of the new phase 2 uniden scanners and tried to find if there are any unencrypted talk groups?

According to information from DSITIA, the entire GWN network will be secured from eavesdroppers using "end-to-encryption". The article talks about how Telstra has ensured the Government that the network they build will be 100% secure from third party listeners. I have the article in pdf format which was written this month. I will get it off my pc at home and post it here.

So, I would not bother wasting my money on the new scanner.

It will be interesting to see what is left to listen to after this GWN is being used. Time to change hobbies maybe :D
Shortwave is still good and I guess there will be a few other things to hear on the higher bands

As the Queensland Government is about to hand down its last State Budget before the election, the allocation of money to their Government Wireless Network will be very interesting, considering that the 2013-14 allocation was around $54 million. However; has anyone done a recent search of the ACMA's client base Client Number 20012320
Organisation Name Department of Science Information Technology Innovation and the Arts
Trading Name State of Queensland GWN
Postal Address 881-981 Bribie Island Road Telstra Brisbane Commun NINGI
QLD 4511
ABN 41841375926
If one was to have a look at the enclosed licence, the Queensland Government has been on a spending spree when considering the total allocation of licences - purchased from the ACMA.
The Queensland Police & Emergency Services Minister along with the Premier, issued a joint statement several months ago re their "pet" project which appears to be a massive 15 year rollout. Total cost of the project whilst around $450 million could "blow-out" to above $500 million.

If you have a quick read of the locations of the GWN sites, they appear to be on Telstra towers.
This fits within the "developing" picture where Telstra will have their way for "possibly" the life of the government's contract which could be 15 years. However, according to the government's Media Release, a "veto" clause is within the contract and will fall back on the existing systems.

Of interest is that Telstra's nerve-centre will be their major site at the old OTC Brisbane Radio site on Bribie Island Road at Ningi.
I have read the all related postings on the QLD GWN on this site and some very interesting responses.
Whilst the Queensland Fire Rescue, Police and Ambulance are currently trialing the new radios, Motorolla is the supplier of radios.
We should also consider that last week, the Queensland Parliament past legislation which will now put in place, the machinery for all Emergency Services including SES under a major restructuring.

As this GWN is turning out to be another interesting government operation, we could see all Fire Rescue Communications Centres operating from the Kedron Headquarters. The Police Minister is yet to decide re possible closures of various centres across the State and as an example, the North Coast Fire Rescue one.

On posting the above, this project remains "flawed" and could eventually be a major headache to future Queensland Governments. The Queensland State Opposition (ALP) has yet to form a position on the GWN.

It was just a general statement.

Not familar with CITEC debacle... i know it's getting sold and was making loses...

A managed service from telstra/moto sounds like a logical solution. def not cheapest... P25 Phase 2 right? Sounds like right technology selection...

Have you heard it's going off the rails?

To be up front, contract come down to three parties and odds are qld govt choose cheapest - 450 million (plus) vs Tait/Airwaves solution and Harris/CSC Solution. The other two solutions was speculated to be more expensive in a number of areas.

Telstra/moto solution has creditability in nsw, vic, sa but not all has been good in NSW, SA is still in tender and Vic is going ok atm.
Tait/Airwaves creditability as well and have runs on the board here in Qld and other states and they are also logical choice as well but cost would have been a killer.

Tait tends to stick with the AP25 standard and promotes comparability between there kit and other vendors where motorola added it's own features to the standard which tends to exclude other vendors.

Since you are somewhat new to the forum what is your back ground?

I thought the whole idea of P25 was for vendors to be over the top services and P25 is backward compatible. but yeah moto love propriety non-compatible things.

Didn't think tait did phase 2 but moto do. Would that have come into it?

Moto has X2 tdma propriety solution out for a while running while apco finalized phase 2 standards, tait I believed released 9400 series hardware but called phase II an upgrade until the final standards were ratified (someone may be able to confirm this). Time frame in relation to this tender, unsure, requirement for 0 day tdma/phase II requirement - your guess is as good as mine. Risk with running such a new technology with g20 and not sticking with tried and know? see what occurs by the end of the year

So what is your view on the network?

Unsure of plenty of things, but G20 is a pretty big deadline. there has been a few white elephant project of late, so i'm sure they are cracking down on things.

Managed service from Telstra sounds like a good idea. Leverage off the biggest telco in australia, but def not the cheapest.

Looking at the site list, it's a bit over the top, so it should provide good coverage and capacity. Riparian Plaza is a pretty high site!

Spectrum in UHF band is a bit slim, add narrowbanding and harmonised gov spectrum requirements, P25 phase 2 is a good idea.
