just purchased the ic-208h. cant seem to unlock microphone. when[ptt] is pushed OFF is displayed on main screen.

First, read the manual, then press the Set/Lock switch in for one second. That's on the top left side of the tuning dial. It's on page one.

iv read manual!!.. and tried the same steps over again. still displayed OFF...I am able to hear, but can not speak.

What freq are you trying to transmit on?
