HELP please tx3500 signal meter

Hi guys, if anyone could please help with my problem.
On my GME tx3500 my receiver on the display is showing full strength bars even when the signal is low and even when there is no talking on any stations.
please if anyone could offer any advice that would be muchly appreciated.
