As far as I am aware, Ambulance Victoria is still on the SMR, which is an MPT1327 Trunked Radio System.
There is currently no scanner available that will Trunk Track MPT1327.

try 165.6125mhz mt hikey or if your in the city 165.355mhz or just scan from 164-166mhz and you will find the frequency they cant be trunked but most of the time there always on the one frequency

From memory, each SMR Site has up to 3 frequencies, in the 165.2375 - 165.9875 MHz range, reserved solely for use by Ambulance Victoria.

AV Rural VHF is currently still analogue.

AV Metropolitan is UHF and digital with some digital + encryption.
