I was told they were digital DMR. Im unfamiliar in the area of digital.
couple of questions:
1. What is their frequency? (bit confused with all the different freqs on the ACMA database)
1. What tier of DMR will I need to listen to Transit Systems?
2. Will this work for most DMR? I have a budget of $150: http://www.ebay.com.au/itm/112232417755 ... EBIDX%3AIT
Sorry if im being a bit of a pest guys. Im still new to the whole scanning thing and absolutely hopeless when it comes to anything digital.

It will obviously depend on exactly who you want to listen to. Most transit companies are on trunked DMR networks, so Tier 3. Plus you may find some in the VHF bands. DMR scanners are expensive but will do what you seem to want to do.

Its my understanding the State Transit Sydney and Newcastle (Buses) are still running Analogue
Transit Systems are on the Orion Network - it is a Motorola DMR Proprietary Trunked system, you can use a RTL SDR with a computer running DSDPlus to safely and happily track talkgroups.
As Peter pointed out there are now scanners that can listen to DMR and yes they are expensive, my preferred option is the top one but by the time you add up the costs, well you do the math
