Vkg actually said on the broadcast encryption has been enabled on Zone 4. I think that meant that the various repeaters had been set up at that moment to accept Zone 4 duplex transmissions. That is how I understand it in non technical jargon. I am a scanner user (albeit with discriminator taps enabled) and only have a cursory knowledge of the radio technical setup

There are current digital reception issues between Kempsey-Macksville that are being reported by highway based patrols

In Lismore....tuned in for the first time for a while, this morning.
Not receiving anything local on VHF.....but getting New England traffic.
Didn't, usually, get that, before

Hearing via a secondhand source that the current P25 Channel Oscar (Mid North Coast) and P25 Channel Papa (Northern Rivers) will be both encrypted at midday 15th December 2015. This source is normally very reliable

For those who are able to monitor the nsw police channels oscar and papa, note that you have only 4-5 days left to listen in. Come tuesday you will hear regular messages about impending encryption then at midday Vkg will confirm the radio techs have enabled encryption on Zone 4 and will instruct all car mobiles, portables and station radios to switch over to Zone 4. From that point on, all you will hear is the squiggle noises. A few radios maybe heard in the clear but the techs will help them to move across.

Grafton is UHF P25 only and its encrypted since mid-December
No local analog VHF channel for Grafton

Locals say that you can hear the Tamworth based "Quebec" channel patched in on VHF now (hint: Scan 78-79Mhz)
This exists for rescue heliocopters to communicate with VKG
