These scum bags need to be caught and jailed I just don't understand with the technology that the emergency service call takets have at thier disposal why they cant catch and make examples of these parasites.

Unfortunately while all calls are recorded and the calling line can be identified regardless of blocking, etc, when calls are made on pay phones or through redialing services such as the internet relay service (for deaf) etc then emergency call takers don't get the actual calling line. I agree that the should be charged for making false calls unfortunately sometimes it is simply too difficult to investigate and find out the identity of the prank caller.
