After listening for abit sounds like a NSW SES training doing abseiling doing some research looks like SES units in tweed richmond district run on GRN and same ctcss as discovered on this freq

The NSW GRN trunking network does not extend north beyond the Barrington Tops.
There are a number of stand-alone frequencies such as this one up and down the coast and elsewhere.... presumably so that metro-based SES units can use the SES radio profile in your local area.
In the past the SES GRN profile has had channels (Telco GRN frequencies) allocated for PMR Duplex and Simplex ... Zone and Channel Number ... for that reason ...intrastate support
It would not suprise me if a number of agencies have access to that frequency in their profile for liaison

It is a whole new ball game as the NSW GRN North Coast Zone is being rolled out this year. I would expect some crossborder sites especially for ambulances transporting patients from border towns to the SE Queensland hospital system
