hello i found a School PA Frequency it is 674mhz is that legal?

Have you looked up the frequency assignment via the ACMA website?

That frequency is in the range of wireless microphone systems (520MHz-694MHz), so a PA system fits with that. I don't think you'll find an entry on the ACMA database as you don't need an individual licence.
