Not going to be of much help.

I think I have heard that signal before, but it was on HF, and turned out to be some sort of Telemetry. If you listen carefully, there is also an irregular low frequency pulse in the background.

Might be some sort of MDT for a taxi company etc ? therefor the theory of data may be correct.
