I just found a fairly strong 'siren jammer' operating 9920 khz.
Have a listen, it's annoying to say the least!
I guess it's sole purpose is to cause interference to other services that transmit on/near that frequency.

I don't see this being done in any official capacity. The only thing I can think that would be causing this would be someone deliberately trying to jam up a range of frequencies to cause interference.
